The Verkhovna Rada adopted in the second reading the law No. 11379-d on military service during mobilization for persons who have not reached the age of 25. The law was supported by 311 deputies.

The law prohibits the mobilization of limited-fit men aged 18 to 25.

The mobilization of Ukrainian citizens aged 18 to 25 occurred due to a legal loophole that allowed the transfer of "limited-fit in wartime" from the draft list to the list of those liable for military service - those who can be mobilized.

Zelensky's visit to Croatia

The President of Ukraine Volodymyr Zelensky arrived in Croatia for a meeting with Prime Minister Andrej Plenković, representatives from other countries in the region, and participation in the third summit "Ukraine - Southeastern Europe".

The leader of Ukraine, together with the Croatian Prime Minister, discussed defense aid and cooperation, humanitarian demining, rehabilitation of children and wounded soldiers, rebuilding Ukraine, and European integration.

The Cabinet updated the rules for delivering summons by mail

The Cabinet of Ministers adopted new changes to the rules for providing postal services. They regulate the procedure for delivering and serving summonses. This is stated in government decree No. 1147.

Thus, registered letters marked "Summons TCC" will be delivered personally to the recipient. In case of the absence of the recipient at the place of residence, postal workers will leave a message in the mailbox or inform him by phone.

If within three working days after informing the recipient does not appear to receive the letter, the postal worker will put a mark "recipient absent at the indicated address", and the letter will be returned to the sender.

Contact Group meeting in "Ramstein" format postponed

The meeting of the contact group on defense issues of Ukraine in the "Ramstein" format, which was scheduled in Germany on October 12, is postponed.

As announced by the White House, President Biden postponed his trip to Germany and the summit in Ramstein to monitor preparation and response to Hurricane Milton, in addition to ongoing response measures to the aftermath of Hurricane Helen in the southeastern United States. The event on October 12, 2024, is postponed. Announcements regarding future meetings of the Contact Group on defense issues of Ukraine will be later.

Earlier, a Pentagon spokeswoman emphasized that the meeting of the Contact Group on defense issues of Ukraine might be postponed. She also suggested that given the circumstances, the meeting in the "Ramstein" format might be delayed and combined with the NATO defense ministers' meeting, scheduled for October 17-18.
