The 'VOS 999' Designation in the 'Reserve+' App
According to TSN.ua: In March 2023, a new designation labeled 'VOS 999' appeared in Ukraine's 'Reserve+' mobile application. This code identifies individuals liable for military service who have not undergone Basic General Military Training (BGMT). According to attorney Maryna Bekalo, this marker currently applies only to persons under the age of 25. For those older than 25, the 'VOS 999' tag carries no legal obligations and requires no action. This system is part of Ukraine's broader effort to modernize its military mobilization and training processes.
The 'VOS-999' code is assigned to conscripts who have not served in the military or participated in training sessions. The initiative is based on Order No. 317 from Ukraine's Ministry of Defence, which itself references Article 39 of the Law of Ukraine 'On Military Duty and Military Service'. The Basic General Military Training program was formally launched in August 2025, highlighting the government's focus on preparing younger citizens for potential service.
Maryna Bekalo also clarified that older, paper-based military registration documents remain valid, but the information they contain must match the electronic records. If discrepancies exist, the physical document is considered invalid.
'If you see the VOS-999 marker in 'Reserve+', you do not need to take any specific action,' emphasized the Ministry of Defence of Ukraine.
Digitizing Military Records
In a related move, the Cabinet of Ministers of Ukraine introduced an electronic military registration document through Resolution No. 559 on May 16, 2024. This represents another significant step in modernizing the country's military administration. Together, the new app markers and digital records aim to improve organization and oversight of those eligible for service.
The introduction of the 'VOS 999' code and the electronic document system reflects the Ukrainian Ministry of Defence's efforts to refine its military registration framework. These measures are designed to enhance youth preparedness for military duty and streamline the management of conscripts, which is a critical component of national security strategy.
