In 2025, the excise tax already accounted for 58.8% of the final price of cigarettes, highlighting how heavily this levy shapes the market. From April 1 to December 31, 2026, both domestic producers and importers will be required to apply a multiplier of 1.1, further fueling the price surge.

With these changes on the horizon, buyers need to brace for a transformed cigarette market. Notably, cigarettes without filters are classified under code 2402 20 90 10, while filtered ones fall under code 2402 20 90 20—details that may matter for those planning future tobacco purchases.
