Zelensky signed a law abolishing the MSEC from 2025: main changes.
Ukraine will start using a new disability evaluation system from January 1, 2025. President Volodymyr Zelensky signed law No. 12178, which provides for the replacement of medical and social expert commissions (MSEC) with expert teams of practicing doctors who will work in an electronic system.
The new system provides for the automatic formation of teams on a random basis, and the personal data of participants will be concealed until the evaluation takes place.
Previously issued MSEC documents remain valid and can be used to receive social guarantees and benefits until their expiration date. People with a lifetime disability status do not need to undergo re-evaluation; their rights and payments remain unchanged. A re-examination is possible only at the request of the individual or by court decision.
If a person fails to undergo a re-examination from January to June 2025, their disability evaluation will be automatically extended until a new decision is made, but no later than July 1, 2025.
The decisions of the expert teams can be appealed to the Center for Functional State Evaluation, where doctors from state medical institutions across Ukraine will work. Statistical data from the evaluations will be public for civic oversight.
