The President of Ukraine, Volodymyr Zelensky, on Sunday, August 3, imposed sanctions against the captains of Russia's 'shadow fleet.' He has already signed the relevant decree.

The Ukrainian leader announced this in an evening address.

The President of Ukraine's authorized representative on sanctions policy, Vladyslav Vasyuk, reported that restrictions have been imposed against 94 captains who transported Russian oil bypassing the price ceiling. Additionally, sanctions will affect five companies that operate this fleet.

Zelensky's Decree

The head of state signed decree No. 578/2025 'On the decision of the National Security and Defense Council of Ukraine dated August 3, 2025, 'On the application of personal special economic and other restrictive measures (sanctions).' Control over the implementation of the decision is assigned to the Secretary of the National Security and Defense Council.

'This Decree takes effect from the day of its publication', is stated in the document.
