Expert on Energy: Total Blackout Unlikely, but Local Outages Possible.
According to ТСН: Massive attacks by Russia are ongoing, and this negatively affects the energy system of Ukraine. The main goal of these attacks is to create unbearable conditions for the civilian population in winter.

Expert in housing and communal services and founder of the NGO 'Union of Consumers of Communal Services' Oleg Popenko notes that, despite the difficult situation, the energy system of the country shows resilience. Ukraine has sufficient reserves of blue fuel, which should be enough for the winter peak.
‘I would not speak so categorically. The calculation was that by January there should be enough gas at such temperature regimes. To be left without gas, a very serious blow to the gas infrastructure in certain regions is needed. It is very difficult to achieve,’ Popenko reassured.
Thus, the expert assesses the likelihood of the whole country simultaneously being left without gas, water, and heat during the New Year holidays as low.
What is the Real Threat
However, Popenko warns that it is too early to relax. Although a nationwide collapse is unlikely, the enemy can incapacitate electricity and heat in certain regions. Russia strikes at distribution nodes, which may lead to local humanitarian disasters.
As an example, he cites recent cases in western Ukraine, where the consequences of the attacks were very serious.
‘For example, Ternopil, Rivne, and Khmelnytskyi regions completely lost electricity three days ago, and accordingly, certain houses were left without heat and hot water,’ Popenko reminded.
The expert emphasizes: the risk of being without utility services in certain regions remains quite real, so Ukrainians should be prepared for any scenarios and have an action plan in case of prolonged outages.
