According to TSN.ua: Yevhen Kuzmenko, a deputy of the Kyiv City Council representing the Obolon district and a member of the 'Servant of the People' faction, has suffered a spinal fracture after slipping on ice. Kuzmenko currently serves as the First Deputy Chairman of the Standing Committee on Architecture, Urban Planning, and Land Relations. This incident underscores the severe personal risks posed by hazardous winter conditions in the Ukrainian capital.

A public conflict erupted on January 19 between Kyiv Mayor Vitali Klitschko and the head of the Kyiv City Military Administration, Timur Tkachenko, over the city's handling of icy conditions. In the aftermath of his injury, Kuzmenko thanked municipal services and management companies, noting that winter arrived unexpectedly. He stated his spinal fracture will require at least four months to heal and expressed shame over the work that had been done in the city.

Regarding the broader situation, Tkachenko emphasized that he cannot independently punish district heads, as their appointments are made by the president. He added that road and sidewalk clearance is performed by 'Kyivavtodor' enterprises, which are not subordinate to district state administration heads but are instead controlled by the Department of Transport Infrastructure of the Kyiv City State Administration.
