Evacuation Plans for a Major Power Outage
According to TSN.ua: Energy expert Yuriy Korolchuk has warned that evacuating residents from large cities during a total blackout would be far less organized than the operation following the Chernobyl nuclear disaster. According to Korolchuk, the evacuation scenario used for Pripyat cannot be applied to a metropolis like Kyiv, as the two cities differ drastically in scale and circumstances.
The Chernobyl accident occurred in 1986, requiring the evacuation of the nearby town of Pripyat, a task manageable due to its small size. In contrast, Kyiv, a city of millions, presents entirely different logistical challenges. Korolchuk stresses that during a widespread blackout, individuals would be forced to make their own decisions:

The Critical Need to Restore Energy Infrastructure
In the current context, especially following Russia's full-scale invasion of Ukraine on February 24, 2022, Yuriy Korolchuk emphasizes that there is no alternative but to repair and restore the energy grid. This warning comes as Ukraine's energy system remains a frequent target of Russian attacks.
Therefore, in the event of an energy-related emergency, authorities must develop new strategies for managing the population, as conditions have changed significantly since the Chernobyl era.
Given modern challenges, including war and the threat of energy collapse, it is vital for the government and authorities to have a clear emergency action plan. Responding to crises requires flexibility and speed, which can be critical for preserving lives and public health. Restoring energy infrastructure and preparing for potential crises must become priorities for ensuring national stability.
