EU approved 90 billion for Ukraine: why this is not a victory.
According to ТСН: The European Council summit showed that Europe is still not ready to finance Ukraine's rescue. Although leaders reached an agreement on joint borrowing of €90 billion to support the country over the next two years.
“This decision reflects a deep divide within the EU. Northern and Scandinavian countries are spending significantly more on aid to Kyiv, while Italy and Spain are hardly contributing, and Hungary, the Czech Republic, and Slovakia are openly resisting new commitments,” journalists note.
The attempt to finance Ukraine from frozen Russian assets was blocked, so EU leaders chose a less risky option—joint borrowing, postponing discussions on accountability for later.
The EU approved the decision on joint borrowing for Ukraine in the amount of 90 billion euros.
This is not about frozen Russian assets, which will remain blocked, said the President of the European Council Antonio Costa on social media.
“The decision was made after the EU rejected the option of 'reparations loans', which had been discussed for a long time prior. We agreed. The decision to provide Ukraine with support of 90 billion euros for 2026-27 has been approved. We made a commitment and fulfilled it,” the message stated.
This decision required unanimous approval. German Chancellor Friedrich Merz clarified that the funds will also be directed to Kyiv's military needs.
This is an interest-free loan that Ukraine will only be required to repay after Russia pays reparations.
Therefore, despite the commitments, the problem of financing the reconstruction of Ukraine remains relevant. EU countries are demonstrating differences in their approaches to aid, which may affect the speed and effectiveness of the planned support implementation. It is important for the European Union to find a common platform to achieve its goals in supporting Ukraine in this critical situation.
