This move comes amid distrust of Budapest's handling of confidential talks. Specific groups mentioned include E3, E4, E7, E8, the Weimar Triangle, NB8, and JEF. The NB8, for instance, brings together eight Nordic and Baltic nations.

Under Viktor Orban's leadership, Hungary's government has reportedly passed details of EU debates to Moscow. Hungarian Foreign Minister Peter Szijjarto has been in regular contact with Sergey Lavrov, often calling him during breaks in EU meetings. Donald Tusk has acknowledged that EU officials long suspected Hungarian representatives of acting on behalf of the Kremlin.
