Terekhov chose this date because it marks the start of the mass displacement of people following Russia's full-scale invasion. He proposed this not as a permanent commemoration, but as a conditional five-year deadline for the state and local authorities to resolve core issues, chiefly housing and social integration for those who lost their homes due to the war.

Terekhov stressed that the housing crisis for IDPs requires a comprehensive, state-level solution.
