According to TSN.ua: Ukraine is modifying its nationwide curfew regulations during the ongoing energy emergency. The government has approved changes that permit regional authorities to implement flexible rules for movement and business operations. Kyiv will be the first city to adopt these new measures, which include allowing citizens unimpeded travel to 'Invincibility Points' even during curfew hours. These changes are part of a broader effort to maintain essential services and public safety amid Russia's targeted attacks on energy infrastructure.
Updated Regulations for Businesses
Under the new framework, any business can operate 24/7 if it functions as an official 'Invincibility Point'. Eligible establishments include:
- Grocery stores and pharmacies,
- Gas stations,
- Cafes and restaurants,
- Retail, entertainment, and business centers.
To qualify, these points must provide autonomous power, heating, communication services, and other basic amenities.
On January 15, Ukraine eased its curfew restrictions, enabling a greater number of businesses to operate under the new conditions. According to Oleksiy Kuleba,
"All decisions are made exclusively through the Kyiv City Defense Council, with the participation of security forces."Consequently, the new movement rules cover travel on foot, by private car, and via public transport or taxi, helping city residents adapt to the evolving curfew regime. This pragmatic approach seeks to balance civilian needs with security imperatives during a prolonged national crisis.
The introduction of a flexible curfew in Kyiv represents a significant step in safeguarding both the security and well-being of the city's inhabitants during emergencies.
