Russia rejected Ukraine's peace plan: The Kremlin stated its intention to continue fighting.
According to ТСН: The Russian leadership has once again confirmed its unwillingness to seek a peaceful resolution to the conflict. The Russian Foreign Ministry clearly stated that the Kremlin does not intend to sign ceasefire agreements anytime soon, even in the presence of possible positive signals regarding negotiations.
This information is contained in a report by the Institute for the Study of War (ISW).
Moscow has firmly rejected the peace plan based on 20 points that Ukrainian President Volodymyr Zelensky presented to the international community.
According to Ryabkov, establishing specific deadlines for a peaceful settlement is 'impractical.' The Russian diplomat also attempted to shift responsibility, noting that Ukraine's and Europe's efforts hinder the achievement of peace.
In Russia, it was noted that the Ukrainian plan is significantly different from what the Kremlin wants, and they confirmed their willingness to continue hostilities until they achieve their goals.
ISW experts point out that Moscow's true goals remain unchanged: the destruction of the Ukrainian army, the overthrow of the legitimate government, and the elimination of Ukraine's sovereignty.
Manipulations with the 'Anchorage Agreement'
The Russian side is trying to use the so-called 'Anchorage Agreement' for its own purposes. It concerns a meeting between the US and Russia in Alaska in August 2025, the results of which remain a subject of speculation.
Ryabkov claims that during this meeting, Washington and Moscow allegedly agreed on certain foundations that are 'fundamental' for Russia. The Kremlin insists that these agreements 'have no alternatives,' and any peace process must occur exclusively within their framework.
However, ISW notes that the Russian version of events does not align with US reports on this meeting. Moscow is deliberately using uncertainty, trying to convince the world that the US has already accepted Russian conditions.
In addition to demands on Ukraine, Russia is again resorting to blackmailing the North Atlantic Alliance. The Russian Foreign Ministry stated that the 'main reasons' for the war are NATO's expansion, and they demand the removal of these factors.
Ryabkov emphasized that any agreement must take into account the ultimatums that Russia presented to the West back in late 2021, effectively demanding radical changes in the security architecture in Europe.
It should be noted that Ukraine, together with its Western partners, has developed a clear framework for resolving the conflict, which has already been agreed upon with the United States and European countries, however, official Moscow has still not presented its position.
Earlier, Ukrainian political scientist Vadim Denisov noted that the 20-point peace plan stated by President Volodymyr Zelensky does not involve signing and primarily has political objectives.
Thus, the situation around peace negotiations remains tense. Russia's refusal of the Ukrainian plan and the use of previous agreements for political pressure only complicate possibilities for dialogue. The continuation of hostilities and the absence of a willingness to achieve peace from the Kremlin leave the situation in Ukraine extremely troubling, and further actions by international partners may become crucial in this context.
