Following attacks on the energy system on January 20 and 23, 2023, up to 85% of consumers were left without power after the first strike. By the end of the week, power had been restored to approximately 60% of consumers. This crisis highlights the vulnerability of critical infrastructure during wartime and harsh climatic conditions.

In the capital city of Kyiv, 800,000 subscribers remain without electricity. To address the damage, 166 repair crews are working around the clock on restoration. Deputy Prime Minister Yulia Svyrydenko noted that over 180 teams of energy, utility, and railway workers are engaged in these efforts.

Government Measures and Public Support

To improve the situation, the government has allocated 2.56 billion hryvnias from the budget's reserve fund for mobile power generation in regions with critical needs. Furthermore, the delivery of over 6,000 units of major energy equipment from G7+ partners is planned. The Ministry of Economy is prepared to process all business requests on the 'Pulse' platform for the urgent connection of co-generation units.

Prime Minister Denys Shmyhal confirmed that the power supply situation in the capital remains complex. The government has also introduced a 20,000 hryvnia bonus for energy, heating, utility, and railway workers involved in emergency repair operations. These measures are aimed at restoring stable electricity supply across Ukraine amid a severe energy crisis.
