Ukraine's Ombudsman Criticizes Hasty Military Medical Assessments.
Flaws in Ukraine's Mobilization System
According to TSN.ua: Ukraine's Human Rights Commissioner, Dmytro Lubinets, has raised alarms about procedural violations occurring during the country's mobilization efforts. He specifically highlighted issues with the rapid processing of individuals by Military Medical Commissions (VLCs), where staff at Territorial Recruitment Centers (TCCs) are failing to properly examine medical records. This oversight can lead to severe consequences for those liable for military service.
Lubinets emphasized that conscripts and servicemen are often not receiving proper medical examinations, with decisions on their fitness being made with excessive speed. This practice is concerning, as these crucial determinations are sometimes made without adequate justification.
'Decisions are sometimes made when they cannot even explain on what basis such a decision was reached' – Dmytro Lubinets.
A particularly troubling situation involves Ukrainian citizens with medical conditions, such as spinal problems, being assigned to assault units. Lubinets stressed the illogic of this, stating, 'if a citizen truly has a medical contraindication, why are we assigning them to assault troops when the person could serve in other units.' The mobilization process is a critical and sensitive issue for Ukrainian society as the nation continues its defense against the ongoing invasion.
- There is a clear need for thorough medical examinations and verification of documentation.
- Resolving these mobilization-related problems is urgent for both the military's effectiveness and societal trust.
Lubinets's statement underscores the vital importance of upholding human rights within military procedures, especially under mobilization conditions. Addressing these deficiencies is urgently required to ensure the proper protection of citizens' rights throughout the conscription process.
