Digital Ministry’s Position on Draft Notices in 'Diia'
According to TSN.ua: Ukraine’s Ministry of Digital Transformation has firmly ruled out introducing electronic draft summons through the 'Diia' app or any other state-run digital platform. Acting Minister Oleksandr Borniakov stated:
“My answer is as clear as possible: no. The Ministry is not considering, developing, or planning to implement electronic draft notices in 'Diia' or any of our other products.”
This announcement comes amid broader discussions about using digital tools to streamline mobilization efforts. However, at least seven cases have been reported in Ukraine where women were mistakenly placed on wanted lists for draft evasion—incidents now attributed to technical errors, which have sparked public concern.
Challenges in the Mobilization Process
Meanwhile, in the Sumy region, a man who initially refused a draft notice later reversed his decision and voluntarily enlisted. This case highlights the difficulties citizens face when fulfilling military obligations and underscores the need for clearer regulations governing Ukraine’s mobilization procedures.
In short, the Digital Ministry’s position is unequivocal, and the possibility of e-draft notices in state services remains off the table.
The rejection of electronic draft notices reflects the Ministry’s cautious approach to digitizing sensitive processes tied to mobilization.
