Minimum Land Area for Residential Construction
According to Novyny.live: Ukraine's updated State Building Norms (DBN), which took effect in 2019, set new minimum land plot sizes for residential construction. For a single-family home, the minimum required area is 5 sotok (approximately 0.05 hectares or 0.12 acres), though this can be reduced by up to 20% in certain cases. For terraced or row housing, the minimum plot size is 1.5 sotok.
It is important to note that plots measuring 3 to 3.5 sotok can still be purchased if they were already formed and are in private ownership. This provides new opportunities for prospective builders, but other critical factors must be considered before proceeding with a project. These include:
- Protected zones,
- Sanitary setbacks,
- Fire safety clearances.
Expert Commentary
Yuriy Brykaylo, an expert in land legislation, emphasizes that these new area norms do not apply to the purchase or gifting of land plots.
He adds that the ability to purchase a large plot does not automatically guarantee permission to build a house on it. Therefore, it is crucial to thoroughly investigate all land-related aspects before making a final decision on construction.
The introduction of these new DBNs has the potential to significantly reshape housing development approaches in Ukraine. By reducing the minimum plot size, the rules could make home construction more accessible to a wider segment of the population.
