According to ТСН: The Deputy Head of the Office of the President of Ukraine, Pavlo Palisa, reported on the preparation of new principles for the distribution of personnel among combat brigades.

This information was shared after a meeting with the Chief of the General Staff, Andriy Hnatov. According to him, the reform aims to make the process of conscription and military training more transparent, predictable, and tied to the needs of specific units.

Main changes planned to be implemented

  • Each combat brigade should receive a predictable number of new recruits.A soldier will immediately know which brigade he will serve in, who his commander is, and what the team looks like.

  • Units with their own training base will be reinforced. Some brigades already have instructors and a logistical base for quality training — these resources are planned to be expanded.

  • In brigades where there are currently no training opportunities, they will be created. The goal is for each soldier to prepare for the specific tactics and techniques of his unit.

  • Training centers will continue to operate, but the system will become more flexible and focused on the brigades.

Palisa noted that the need for changes has been long overdue, and teams at various levels have raised this issue more than once. They have already submitted their proposals for optimizing personnel distribution.

Next steps

By agreement with Hnatov, a joint meeting will take place this week to agree on specific figures, mechanisms, and stages of the reform's implementation.

After that, the options for decisions will be presented to the President for consideration at the next National Security and Defense Council meeting.

“The main thing is that the decision works in practice and helps those who are on the front lines today and those who will join the ranks tomorrow,” summarized Palisa.

Let us recall that earlier, the President of Ukraine, Volodymyr Zelensky, expressed his opinion about the existing problems in the Armed Forces that need urgent regulation, particularly regarding the rational distribution of personnel among brigades.

The proposed changes to the system of military personnel distribution could significantly improve the quality of training. Focusing on the psychological and technical training of fighters meets the modern demands of military affairs in conditions of conflict. It is expected that the reform will enable faster adaptation to challenges and improve coordination among units.
