Trump's Peace Plan: Ukrainian Delegation in Miami Finalizes Proposal to Moscow

According to ТСН: The last day of autumn 2025 may become crucial in forming the peace proposal from the United States. In Miami, at the prestigious Shell Bay golf club, active negotiations have begun between the Ukrainian delegation and representatives of Donald Trump. The main goal of the meeting is to agree on details before sending American envoys to Moscow.

New Head of Delegation and 'Homework'

Initially, the negotiations were to be led by the head of the President's Office, Andriy Yermak, but after his resignation and searches, the situation changed. The Ukrainian team in Miami is headed by the Secretary of the National Security and Defense Council, Rustem Umierov. The delegation also includes the Ukrainian Ambassador to the USA, Olha Stefanishina, Deputy Foreign Minister Serhiy Kyslytsia, Chief of the General Staff of the Armed Forces of Ukraine General Andriy Hnatov, and representatives of the Ukrainian intelligence.

From the American side, Secretary of State Marco Rubio, the President's Special Envoy Steve Witkoff, and Trump's son-in-law Jared Kushner are participating. It is expected that on December 2, they will deliver the agreed document to Kremlin leader Vladimir Putin.

Two Stumbling Blocks

According to sources, during previous rounds in Geneva, the parties have already reached an agreement on almost all issues, except for two critically important ones: territories and security guarantees. The White House intends to resolve these issues today.

"Ukrainians know what we expect from them," said a senior U.S. official.

The American side attaches great importance to clear communication between Washington and Kyiv, considering it an important argument during negotiations with Putin. The 'peace plan' has significantly changed over the course of several days of negotiations, becoming more acceptable for Ukraine.

At the same time, the Kremlin continues to raise the stakes. Despite the attempts of the Ukrainian side to make adjustments to the initial 28-point plan, Moscow has doubts about its readiness to accept Trump's conditions. Putin has once again confirmed his intentions to seize all territories claimed by Russia by any means—peaceful or forceful.

The outcome of these negotiations could significantly influence the further development of the situation in the region. A successful result from the meeting in Miami will open new opportunities for Ukraine, but, on the other hand, it heavily depends on Russia's willingness to make compromises in return. The subsequent actions of both sides will determine whether a peaceful solution acceptable to all parties in the conflict can be found.
