According to Novyny.live: Starting in 2026, Ukraine’s Ministry of Culture and Information Policy is introducing a salary supplement of up to 15% for cultural workers, as outlined in Order No. 103. This directive amends the earlier Order No. 745, which was enacted on October 18, 2005. The initiative aims to improve working conditions and compensation, particularly by recognizing new educational and creative qualifications. For context, Ukraine’s cultural sector has long faced funding challenges, and this move is part of broader efforts to align pay with professional development.

Under Order No. 103, employees can receive a bonus of up to 15% of their base salary for holding a Doctor of Arts degree—an educational and creative qualification. The extra payment is capped at 15% of the official salary. These pay adjustments are tied to updated academic degree structures, allowing for better recognition of workers’ skills and expertise.

Legislative Changes and Their Impact

The legal amendments took effect in March 2026. Order No. 103 also clarifies how salary groups are determined. The supplement for a scientific or creative-academic degree can be applied under specific conditions:

  • If an employee holds multiple degrees, only one bonus is permitted.
  • For those with two scientific degrees, the bonus applies to the higher-level qualification.
  • The supplement is granted only if the degree fully matches the worker’s professional profile, with the institution’s head deciding on the alignment.

In March 2026, the State Statistics Committee reported an inflation rate of 101.0%. Additionally, the minimum wage for 2026 is set at 52 hryvnias per hour or 8,647 hryvnias per month. These pay reforms in the cultural sector are designed to boost employee motivation and raise the overall standard of culture in Ukraine.
