The Supreme Council abolished VAT on the import of drones and defense equipment.
According to ТСН: The Verkhovna Rada of Ukraine adopted draft laws #14169 and #14170, which exempt import operations of goods for security and defense from value-added tax (VAT).
This information was confirmed by MP Yaroslav Zheleznyak, co-author of the initiative together with Roman Kostenko and Danil Getmantsev. The decision was supported by 272 Members of Parliament.
The Purpose of the Adopted Laws
The main goal of the new laws is to reduce the cost of production and modernization of critically important equipment. The import of goods used for the following will be organized without VAT:
- production and modernization of drones (UAVs);
- mine clearance machines;
- radio-electronic warfare (REW) means;
- other military products.
The VAT exemption also applies to combat simulator equipment. As a result of the adopted changes, a procedure for disposing of destroyed or defective parts was established, and manufacturers were given the opportunity to sell imported but unused goods without the risk of penalties.
Extension of Benefits
The laws establish an extension of preferential conditions for a long-term period:
Until 2027: benefits for UAVs, sights, thermal imagers, and similar equipment will continue to apply.
Until 2029: benefits for wind power generators and other equipment in the renewable energy sector will continue to apply.
We remind you that recently the Verkhovna Rada also adopted a law on the state budget of Ukraine for 2026, which was voted on by 257 Members of Parliament.
These draft laws were an important step for supporting the country's defense capability, as the reduction of the tax burden on the import of critically important goods will help save resources and improve the army's equipment. Such decisions emphasize the prioritization of security issues in the context of modern challenges for Ukraine.
