According to Novyny.live: Starting in 2026, families of Ukrainian service members who are missing in action or held as prisoners of war will be allowed to reassign their housing and utility subsidies. A single family member of the defender may receive the payment, offering financial relief amid a challenging social and economic landscape.
The procedure for reassigning these benefits is outlined in a resolution by the Cabinet of Ministers of Ukraine. The subsidies apply to:
- rent payments;
- utility services;
- purchase of solid fuel;
- liquefied gas.

To reassign the benefits, applicants must provide:
- a free-form written request;
- an extract from the Unified State Register of War Veterans.
Applications can be submitted at service centers of the Pension Fund of Ukraine, local government offices, or Administrative Service Centers (TsNAPs). This streamlined process is designed to give families easier access to essential aid, allowing them to focus on urgent housing and utility needs.
