Sharp Increase in Allegations of Rights Violations

According to TSN.ua: Ukraine's Human Rights Commissioner, Dmytro Lubinets, has reported an explosive rise in complaints concerning rights violations by Territorial Recruitment and Social Support Centers (TRSCs) since the onset of the full-scale invasion. According to his data, the number of appeals from Ukrainian citizens has grown 333 times compared to the start of Russian aggression. These centers, responsible for military conscription, have become a focal point of public concern during the ongoing war.

The figures reveal a dramatic escalation: in 2022, the ombudsman's office received only 18 complaints. This number jumped to 514 in 2023. By 2024, appeals reached 3,312, and in 2025, the commissioner received 6,127 complaints. This trend highlights a severe and growing crisis in the protection of citizens' rights within the context of Ukraine's mobilization efforts.

Criminal Cases and the Need for Action

The seriousness of the alleged misconduct is underscored by the opening of 34 criminal cases against TRSC employees in 2025 alone. Furthermore, at least 60 internal investigations were initiated that same year as part of official probes into the centers' operations.

Lubinets emphasized the scale of the change, stating that “if you compare the beginning of the full-scale aggression by the Russian Federation to today, the number of complaints against TRSCs has increased 333-fold.”

This data confirms a rise in social tension and public dissatisfaction with the recruitment centers, demanding an urgent response from state authorities. The situation reflects not just individual rights abuses but also the broader challenges faced by Ukrainian society under wartime conditions.
