Overhaul of Ukraine's Student Stipend System
According to Novyny.live: Starting September 1, 2026, more students in Ukraine will qualify for stipends, and the amounts they receive will be doubled. The Ministry of Education and Science has unveiled these updates to the stipend framework, designed to strengthen financial support for students. This move is part of a broader effort to expand access to higher education across the country.
Under the new rules, the minimum academic stipend will be set at 4,000 hryvnia. The government is also finalizing payment procedures for students at private universities, ensuring they receive stipends on par with their peers at public institutions.
Stipend Funding Allocations for 2026
The state has allocated an additional 1.2 billion hryvnia for stipends in 2026 compared to the previous year. Sector-specific stipends will rise from 2,550 to 5,100 hryvnia, while enhanced sector-specific stipends will reach up to 7,420 hryvnia. Recipients of the presidential stipend can expect up to 20,000 hryvnia. The Verkhovna Rada stipend will increase to 8,800 hryvnia, and the Cabinet of Ministers' government stipend will top out at 8,000 hryvnia. The enhanced academic stipend will be 5,820 hryvnia.
Students will receive academic stipends of 4,000 hryvnia.
