Ukraine Ramps Up Penalties for Labor Law Breaches

Revised Fine Structure

According to the new regulations, penalties will be calculated based on multiples of the minimum wage (MZW) and are as follows:

  • Employing workers without proper registration: 10 MZW (86,470 UAH per employee).
  • A repeat offense within two years: The fine rises to 30 MZW (259,410 UAH).
  • Delaying salary payments by one month or more: 3 MZW (25,941 UAH).
  • Violating state-guaranteed minimum wage requirements: 2 MZW (17,294 UAH).
  • Failing to uphold employment guarantees for mobilized workers: 4 MZW (34,588 UAH).
  • Denying access to inspectors from the State Labor Service: 3 to 16 MZW (25,941 UAH to 138,352 UAH).
  • Improper recording of working hours: 3 MZW (25,941 UAH).
  • Other violations of labor legislation: 1 MZW (8,647 UAH per instance).

The State Labor Service of Ukraine is authorized to impose these sanctions on employers under Article 265 of the Labor Code. To reduce the financial burden, employers have the option to pay half of the fine amount within 10 banking days, effectively securing a 50% reduction.

In summary, the new fines, effective January 1, 2026, are designed to enforce labor law compliance in Ukraine more effectively and enhance the protection of workers' rights.
