Biography of Timofey Milovanov

Timofey Sergeyevich Milovanov - former Minister of Economic Development, Trade, and Agriculture of Ukraine. A Ukrainian economist, specialist in macroeconomics and game theory. PhD (2004), honorary president of the Kyiv School of Economics, professor at the University of Pittsburgh (USA). Deputy Chairman of the Board of the National Bank of Ukraine (since 2016). Certain amendments have been made.
Place of Birth. Education. Born on March 18, 1975, in Kyiv. Graduated from Physics and Mathematics School No. 145 in Kyiv. In 1997, graduated from Kyiv Polytechnic Institute with a degree in management.
In 1999, received a Master’s degree in Economics at the Economic Research and Education Consortium (EERC) at Kyiv-Mohyla Academy. In 2001, obtained another Master’s degree in Economics (M.S.) at the University of Wisconsin-Madison, and there in 2004 received a PhD in Economics.

Career. In 2004-2008, postdoc and assistant professor at Bonn University (Germany).

In 2015, became a member of the International Academic Council of the Kyiv School of Economics, in 2016 served as acting president of the Kyiv School of Economics, and now is its honorary president.
In July 2016, by a resolution of the Verkhovna Rada of Ukraine, appointed as a member of the Board of the National Bank of Ukraine for a five-year term (he became a member of the board through the first open selection of candidates). Since October 2016, Deputy Chairman of the Board of the National Bank of Ukraine.
Since 2014, co-founder and editor of VoxUkraine, a group of Ukrainian and foreign economists researching public policy in Ukraine.
In 2015-2016, Deputy Editor of the Review of Economic Design.
Scientific Activity. Conducts research in game theory, contract theory, and institutional design.
Political Activity. On August 29, 2019, the Verkhovna Rada approved a new composition of the Cabinet of Ministers, Timofey Milovanov was appointed Minister of Economic Development, Trade, and Agriculture of Ukraine.
On March 4, 2020, the Verkhovna Rada voted for the resignation of Oleksiy Honcharuk as Prime Minister, which led to the resignation of the entire government.
In November 2020, Timofey Milovanov was appointed an advisor to the head of the Office of the President, Andriy Yermak.
On April 14, 2021, the Cabinet of Ministers appointed Timofey Milovanov as the acting General Director of the State Enterprise 'National Investment Fund of Ukraine.'
On June 1, 2021, Timofey Milovanov was elected as the new Chairman of the Supervisory Board of Ukroboronprom.

Views. Timofey Milovanov is a supporter of liberal ideas: his statements often call for minimizing the role of the state in the economy. 'If I had a political party, I would make its slogan: 'We don’t need the state,' - he told in an interview with Depo. – The state has positioned itself so that it has become irrelevant. It steals, it’s unprofessional, it takes everything for itself. I would spit on it and start doing everything on my own.'
At the same time, Milovanov supported the initiative of former Minister of Social Policy Andriy Reva regarding combating the use of individual entrepreneurs (FOPs) to evade taxation. 'As an economist, I support fines for such companies. FOPs create unequal playing field in the market, drive the economy into shadows, make the development of financial markets impossible,' - he wrote on his Facebook.
Rankings. In 2014 and 2015, he was included in the ranking of the best Ukrainian economists according to Forbes Ukraine.
Declaration. According to Timofey Milovanov’s declaration for 2018, he and his father own two apartments in Kyiv. His father (Serhiy Milovanov) owns a 2007 Chevrolet Aveo, while Milovanov himself owns a 2008 Volvo C30. He has no property in the USA.
In a year of work in the NBU Rada, Timofey Milovanov earned 1.3 million hryvnias, during the same period at the University of Pittsburgh - 4.3 million hryvnias. His salary at KSE amounted to 1.8 million hryvnias (he receives it as a researcher, the position of 'honorary president' is not paid).
