Dnipro Orphanage Shut Down After Foster Parents Accused of Five-Year Child Abuse

Allegations of Severe Abuse at Dnipro Children's Home

According to TSN.ua: Authorities in Dnipro are investigating two foster parents from a family-type orphanage for allegedly torturing six children, aged three to ten, over a five-year period. The abuse, which took place in the Novokodatskyi district, reportedly included physical violence such as beatings, being tied up, and deliberate starvation. This case highlights ongoing challenges in safeguarding vulnerable children within Ukraine's care system, especially following the full-scale invasion.

The children described horrific living conditions. One girl stated:

"I slept on a bench. She wouldn't give me food, only bread and water. For a day and four nights—just bread and water."
The children were forced to sleep on a wooden bench and their diet was severely restricted to bread and water.

Orphanage Closure and Legal Repercussions

Following the discovery of these acts, the orphanage was closed and the children have been placed with other foster families. Suspicion of torture has been formally notified to the two foster parents: a 53-year-old woman and a 45-year-old man. The woman is currently in custody with the possibility of bail, while the man is under nightly house arrest. The suspects face up to six years of imprisonment if convicted.

This incident raises serious questions about the effectiveness of Ukraine's child welfare oversight, particularly regarding the monitoring of conditions in family-type orphanages. While closing the institution and relocating the children is a crucial first step, it also underscores the urgent need for stronger supervision of such facilities to prevent future atrocities.
