The Parliament offers a salary of 25,941 UAH for teachers: what are the conditions and bonuses.
According to ТСН: The Parliament has proposed to introduce a unified salary scale for teachers at the level of three minimum wages, which will be 25,941 UAH. In return, it is planned to increase the working load for teachers to 22 hours per week.
Member of the Committee on Education, Science and Innovation, MP Roman Gryshchuk stated that a significant amount has been allocated in the budget project for 2026 for raising teachers' salaries (+53 billion UAH). However, these funds are not included in the educational subvention, so the mechanism for their distribution remains unclear. In addition, the mentioned sum does not cover the needs for ensuring three minimum salaries for teachers.
Conditions for implementing the new system
Roman Gryshchuk emphasized that to implement a unified salary of three minimum salaries, it is necessary to:
add 14 billion UAH to the existing 53 billion for teachers' salaries;
change the workload per position;
group bonuses.
“After these changes, each category of teachers will receive more per hour worked than now, and more than under the existing system,” assured the MP.
Bonuses to the unified salary
Gryshchuk reported that bonuses will be calculated from the unified salary for all teachers (25,941 UAH):
for experience;
for certification;
for the type of educational institution;
coefficients for administrative positions;
motivational bonus of up to 20% (for class leadership, checking notebooks, titles, preparing Olympiad participants);
local bonuses, which the community sets independently and which do not change.
“In addition to increasing the budget amount for the first reading, it is necessary to change the workload from 18 hours to 22. Most teachers already work 20-30 hours, and young teachers even more than 30. And even if someone has 18 hours and stays with them, payment in the new system will be significantly higher,” added Roman Gryshchuk.
Currently, the Parliament is considering two options: to maintain the existing system with salary increases but without changes, or to provide the necessary funds for transitioning to the new payment system.
Regarding the idea of fixed-term contracts, which caused significant disputes and distrust due to possible abuses, the relevant committee of the Parliament decided to abandon this idea.
“This idea has been removed from the proposals and the agenda. Simply put: it will not happen,” wrote the MP.
It is also worth recalling that the Minister of Education and Science of Ukraine, Oksen Lisovy, previously denied the information about a possible lack of funds for increasing the salaries of educational workers in the draft State Budget for 2026.
This initiative regarding the increase of teachers' salaries aims not only to improve their financial well-being but also to ensure quality education. The implementation of the new payment system can become an important step in reforming the educational sector in Ukraine. However, it is necessary to resolve funding issues and ensure stability within the education system.
