This restriction on access to classified materials follows allegations from several European politicians that Viktor Orbán’s government maintained close ties with Moscow during the war against Ukraine.

Budapest has been actively blocking a €90 billion loan package for Ukraine, as well as initiatives related to Ukraine’s European integration. These actions have raised alarm among other EU member states, who fear that any information reaching Hungary could be used to Ukraine’s detriment. As Donald Tusk stated,
