Ukraine’s Path Toward European Union Membership

According to TSN.ua: Ukraine has now obtained the complete set of conditions required to join the European Union, including demands tied to the final three negotiation clusters. The Ukrainian delegation in Brussels received these requirements, marking a significant milestone in the country’s European integration journey.

She also emphasized that 'from now on, Ukraine has the full package of conditions that must be met to join the EU.'

New Clusters and Emerging Challenges

The newly added clusters cover three critical areas:

  • Competitiveness and inclusive growth
  • Green agenda and sustainable development
  • Resources, agriculture, and cohesion policy

Earlier in December, Ukraine had already received benchmarks for three other clusters:

  • Fundamentals of the EU accession process
  • Internal market
  • External relations

Still, Ukraine’s EU accession path is not without obstacles. In early March, EU ambassadors in Brussels rejected the European Commission’s proposal for 'reverse enlargement' concerning Ukraine, and some member states have suggested Ukraine may need to wait 10 to 20 years to verify its reforms. Deputy Prime Minister Taras Kachka expressed confidence that Ukraine can move faster and aims to sign the accession treaty as early as 2027.

The next steps for Ukraine involve successfully closing the clusters and signing the accession treaty, which will be the final step toward full EU membership, as Yuliia Svyrydenko noted: 'We are confidently moving along the defined European integration path.' Consequently, Ukraine continues to actively implement European standards and requirements, a crucial element of its EU integration strategy.

Recent developments show that Ukraine is making steady progress toward European integration despite existing hurdles. Receiving the full set of EU accession conditions represents a pivotal phase, opening up new opportunities for reform across various sectors. However, given the lengthy process and the need to fulfill all conditions, Ukraine must concentrate on implementing reforms that align with European norms.
