Call for Legislation on Cyber and Space Forces

According to TSN.ua: Ukrainian lawmaker Fedir Venislavskyi has called on the Verkhovna Rada to pass legislation that would formally establish the country’s Cyber Forces and Space Forces. He stressed that these moves are a necessary response to emerging threats from Russia. Venislavskyi emphasized that Ukraine’s armed forces urgently need a law governing the Cyber Forces, underlining the importance of adapting to modern challenges.

Why Legislation Is Needed

Bill No. 12349, concerning the Cyber Forces, has not yet been taken up for a second reading, leaving relevant units without proper coordination. This gap endangers the effectiveness of units that have already inflicted an estimated $220 million in damages on the enemy. General Syrskyi has also confirmed the need to pass the Cyber Forces law, highlighting its significance for national security.

The Space Forces bill, registered by Venislavskyi in April 2025, is another critical element in countering threats. Venislavskyi noted that the adversary is using weapons with space-based components against Ukraine, such as the so-called 'Oreshnik.' Ukraine’s Ministry of Defense plans to deploy its own defensive satellites by 2030, underscoring the country’s efforts to strengthen its position in space security.

Passing the laws on Cyber Forces and Space Forces is therefore a crucial step for Ukraine amid the current challenges and threats it faces. These legislative initiatives would support the fight against external dangers while reinforcing national security and defense capabilities, which is especially important given the ongoing situation in the region.
