Law enforcement urges citizens to avoid going out at night unless absolutely necessary. In Kyiv, taxi travel is now permitted during curfew hours, and rules have been adjusted to allow free movement for people trying to reach 'Invincibility Points'—heated shelters offering power and connectivity. These widespread Russian missile and drone attacks have severely damaged Ukraine's power grid, creating a dire need for such public safety adaptations.

Furthermore, photographing or filming air defense systems and critical infrastructure sites is now strictly prohibited. According to the Ministry of Internal Affairs, espionage, collaboration with the enemy, and other illicit activities can be punished with prison sentences ranging from 3 to 15 years.
