Bilateral Negotiations Underway in Miami

According to UATV: On March 21, a Ukrainian delegation touched down in Miami for bilateral discussions with U.S. officials. The Ukrainian team includes Rustem Umerov, Kyrylo Budanov, Serhiy Kyslytsia, and David Arakhamia. Representing the United States are Steve Witkoff and Jared Kushner. This meeting marks a significant step in ongoing diplomatic engagement between the two nations amid the war in Ukraine.

Key Topics on the Table

Ukrainian President Volodymyr Zelenskyy has outlined the primary objective of these talks: establishing clear parameters for advancing trilateral contacts.

“The main task of the negotiations is to set precise parameters for continuing trilateral engagement,” said Volodymyr Zelenskyy.
He also emphasized preparations for a reciprocal meeting, describing it as a crucial milestone for future collaboration.
“Secondly, it is about preparing for a return meeting,” Zelenskyy stated.

Other issues identified by the Ukrainian side for discussion include:

  • the PURL program, under which Ukraine plans to procure missiles for the Patriot system;
  • bilateral relations between Ukraine and the United States;
  • a drone-related agreement.

The negotiations also cover preparations for a trilateral meeting with Russia, U.S. sanctions against the Russian Federation, bilateral documents aimed at ending the war, security guarantees, and Ukraine's reconstruction. These discussions reflect Ukraine's intensified diplomatic push to secure international support as the conflict continues. Cooperation with the U.S.—especially on security, weaponry, and diplomacy—remains vital for Ukraine. A successful outcome could strengthen Ukraine's global standing and solidify its partnership with Washington in the context of post-war recovery.
