The government is preparing a new salary law: what will change for Ukrainians.
According to inkorr.com: The head of the Parliamentary Committee on Social Policy and the Protection of Veterans' Rights, Halyna Tretyakova, reported on the development of a new version of the law 'On Labor Payment'. She noted that the current norm is based on an 'outdated Soviet procedure' and does not correspond to modern economic conditions.
There is currently a renewed discussion on how the minimum wage should be established. We in the committee are working on a new version of the law, where the outdated Soviet procedure is still embedded, - Tretyakova noted during the forum 'Dialogue of Power with Business: New Opportunities for the Development of MSMEs'.
Discussion of the minimum wage and new employment rules
The deputy emphasized that trade unions and employers are essentially deprived of influence in determining the minimum wage. The government plans to include a 'lowered indicator' in the 2026 budget draft, which contradicts current legislation. According to her, establishing a real level of minimum wage could bring an additional 30-40 billion UAH in revenues to the economy.
According to the law, the minimum wage cannot be lower than the living wage with taxes. 'The living wage is currently at the level of 9700 UAH with taxes. Thus, the minimum wage before taxation should amount to about 10,000 UAH', - Tretyakova explained.
Parliament is also considering the possibility of introducing an hourly equivalent of the minimum wage. In Tretyakova's opinion, this could lead to risks, as transportation costs to work in large cities may exceed the worker's hourly wage.
'For 32 hryvnias, it is unlikely that you can find a person of some profession ... For example, in Lviv, transport costs 25 UAH; in Kyiv - 8 UAH for the metro and 15 UAH for a minibus', - she noted.
At the same time, the Ministry of Economy proposes a new approach to labor relations: flexible mixed contracts that allow for the combination of different modes of employment. 'You can agree that a person works four hours in person, two hours remotely, or overtime', - added Tretyakova.
Thus, the Verkhovna Rada of Ukraine is working on a new version of the labor payment law, as the existing norm is already considered outdated and does not correspond to modern economic realities. Halyna Tretyakova addressed issues related to the establishment of the minimum wage and new employment rules. The reform of legislation could significantly impact the economic situation in the country and contribute to increased revenues.
