According to TSN.ua: The Ukrainian government has eased curfew restrictions in areas under an energy state of emergency. This adjustment allows citizens to move without special permits in specific circumstances, aiming to ensure access to essential aid during the ongoing energy crisis. Revised Movement Regulations
Under the new rules, travel without special permits is permitted in the following situations:
- During air raid alerts;
- When traveling to access 'Invincibility Points' or heating centers.
Citizens planning to leave their homes must carry a Ukrainian passport or other identification document. Furthermore, individuals subject to military service obligations are required to have their military registration documents with them during the period of martial law.
Law enforcement officers have been granted the authority to check identification documents under martial law conditions. These measures are implemented to maintain security and public order during the nation's complex circumstances.
As Prime Minister Denys Shmyhal noted, 'The new rules are necessary so that people can receive basic assistance under the conditions of the energy crisis.'
Oleksiy Kuleba, head of the Kyiv Regional State Administration, stated that 'the regime is maintained, but targeted exceptions are possible in the event of prolonged electricity or heating outages.' Importantly, the new norms apply specifically to territories where an energy state of emergency has been declared, as emphasized by Economy Minister Yulia Svyrydenko.
Consequently, the introduction of these new rules facilitates easier movement for citizens when access to essential resources and aid is critical.
