Updated Rules for Housing Assistance Payments

According to TSN.ua: The Ukrainian government has revised its housing assistance program for internally displaced persons (IDPs), broadening both eligibility and the duration of support. Prime Minister Yuliia Svyrydenko announced that vulnerable categories of displaced individuals will now receive payments for an additional six months. Starting February 1, 2026, assistance for children of IDPs will be granted regardless of their family's income level.

How to Apply for Payments

Applications for these benefits must be submitted by May 1, 2026. Displaced persons who are unable to work can also reapply to have their payments adjusted in line with increases in the cost of living.

In Ukraine, IDPs can access up to 2 million hryvnias to purchase a home or pay off a mortgage. This program is designed for those who hold combat veteran status or have a war-related disability.

  • Applications for funds are submitted through the 'Diia' app.
  • Payments are made via non-cash bank transfers.
  • The applicant and their family must not own any other housing in government-controlled territory.
Yuliia Svyrydenko: 'If an application is submitted before May 1, 2026, payments will be calculated from January 1, 2026.'

These changes offer renewed support for internally displaced people navigating a difficult social and economic landscape. By expanding the eligibility window and allowing for benefit reassessments, the government aims to address the needs of its most vulnerable citizens, many of whom face ongoing hardship due to the war.
