Changes to Utility Charge Calculations
According to TSN.ua: Ukraine's Parliament has passed Law No. 13,155, introducing new rules for calculating utility payments. Under the updated regulations, billing for utility services will cease entirely for homes that have been destroyed. For residences that are damaged and unfit for living, payments will be suspended for as long as the property remains uninhabitable.
The law also sets out procedures for managing debt accumulated after February 24, 2022. These measures will remain in effect throughout the period of martial law and for one year after it ends.
As Oleksii Kuleba explained, 'If a home is destroyed, utility charges stop. If it is damaged and unsuitable for living, payment is paused for that period.'
Currently, Ukraine has recorded over 794,000 enforcement cases linked to unpaid utility bills. This new legislation aims to ease the financial strain on citizens affected by the war. It is a direct response to the widespread destruction of housing and the economic hardships many families face.
