National Resistance Legislation Approved

According to TSN.ua: Ukraine's parliament has passed a law reshaping civilian preparedness for national resistance, introducing a mandatory course titled 'Fundamentals of National Resistance' for students at universities and vocational colleges. This move marks a shift from the existing basic military training model toward a broader national resistance framework, according to officials from the Ministry of Education and Science.

Students enrolled in the program will not be required to take a military oath, undergo medical examinations, or report to territorial recruitment centers. The theoretical component of the basic military training (BMT) is currently delivered in the second year of study. As of March 2026, over 71,000 higher education students are already taking this component, with around 3,000 female students voluntarily participating in BMT. Approximately 47,000 students across 230 higher education institutions have completed the theoretical BMT coursework, and these institutions plan to finish teaching the discipline by May 2026.

Course Content and Focus

The 'Fundamentals of National Resistance' curriculum emphasizes core safety skills, including:

  • Understanding contemporary challenges;
  • Responding to crisis situations;
  • Preserving life and health;
  • Basics of pre-medical care.
As Education Minister Oksen Lisovyi stated, 'This is a vital element in preparing young people for the challenges they may face in the future.'

The law is part of a broader strategy to equip Ukrainian society for potential crises amid ongoing security threats. By embedding new educational disciplines into the system, the initiative aims to cultivate a generation that is both aware and capable of responding to dangers and safeguarding national interests. Given the current security environment, this decision seeks to enhance youth readiness for national resistance and ensure they acquire the necessary knowledge and skills.
