Ukraine's Supreme Court Sets Precedent by Recognizing Same-Sex Partnership of Diplomat Kis and Activist Levchuk.
Court Recognizes Marital Relationship
According to TSN.ua: In a landmark ruling, the Supreme Court of Ukraine has formally recognized the de facto marital relationship between Zorian Kis, First Secretary of the Ukrainian Embassy in Israel, and civil activist Timur Levchuk. The court dismissed a cassation appeal from the 'All Together!' movement, marking a significant step forward for protecting the rights of LGBTQ+ individuals in Ukraine and setting a major precedent in the realm of private life. This decision underscores a gradual, though often contested, shift in the legal landscape concerning family rights.
Zorian Kis and Timur Levchuk have shared a life together since 2015. The couple solidified their union by marrying in the United States in 2021, a pivotal moment in their relationship. However, in June 2024, when Kis attempted to travel to Israel with his partner, Ukraine's Ministry of Foreign Affairs denied him permission to depart. This incident highlights the persistent legal and bureaucratic hurdles faced by same-sex couples in Ukraine, even when their family bonds are a lived reality.
Legal Recognition and Support
A crucial legal milestone was reached in June 2025 when the Desnianskyi District Court of Kyiv first recognized the pair as a de facto family. The Supreme Court's subsequent rejection of the 'All Together!' movement's appeal reinforces growing judicial support for LGBTQ+ rights within the country. The ruling has been welcomed by human rights organizations, including the NGO 'Insight', which actively advocates for the protection of human rights in Ukraine.
Zorian Kis, a native of Lviv, and Timur Levchuk continue to advocate not only for their own rights but also for others in similar circumstances. The Supreme Court's verdict opens new avenues for protecting private life and securing legal standing for individuals in de facto marital relationships, irrespective of their sexual orientation.
This Supreme Court decision could become a pivotal moment in the evolution of Ukraine's legal system, as it affirms the right to private life and the protection of LGBTQ+ individuals' rights.
Support from civil society organizations points to increasing public awareness and activism on human rights issues within Ukrainian society.
