Updated rules for telecommunications services in Ukraine
According to inkorr.com: Starting October 2, 2025, new rules for telecommunications services come into effect in Ukraine, providing mobile operators with effective tools to combat spam. These changes were approved by the Cabinet of Ministers in a resolution dated June 25, 2025, No. 761, with the support of telecom companies.

The updated rules introduce clear classification of telephone calls, dividing them into two types: unproductive and commercial. Unproductive calls, which lead to the ineffective use of network resources, negatively affect the system's operation. Commercial calls will only be allowed if there is a contract with the operator regarding advertising distributions or identity verification.
Operators have obtained the ability to block spammer numbers. If a subscriber receives a spam call, they can file a complaint, and the operator will block the numbers from which such calls originate. There is also a provision for turning off content services through a personal account and special protection for citizens in combat zones. Other important changes include the mandatory indication of actual internet speed in contracts, as well as the right to appeal to the National Commission for Electronic Communications or the court in case of violations of terms.
The Minister of Digital Transformation Mykhailo Fedorov emphasized that the new rules ensure transparent and understandable conditions for operators and consumers, as well as help in combating spam and intrusive advertising. The implementation of these rules will take place in stages to allow operators to adjust their call blocking and filtering systems.
The new rules for telecommunications services in Ukraine open up more opportunities for combating spam, ensure clear classification of calls, and protect consumer interests. The process of implementing changes will be gradual so that operators can adapt their systems to the new requirements.
These innovations will be an important step in improving the quality of telecommunications services in Ukraine.
