Now serving as Ukraine’s ambassador to the United Kingdom, the former commander-in-chief of the Ukrainian Armed Forces called for urgent adaptation to emerging threats.

According to Zaluzhnyi, NATO currently has no clear strategy for the Black Sea, creating potential vulnerabilities that an aggressor could exploit. The closure of the Bosphorus and Dardanelles straits has proven critical, preventing Russia from moving additional naval vessels into the Black Sea and thereby altering the regional balance of power.

Zaluzhnyi also pointed to China’s steadily expanding economic footprint in the region.

“It is thanks to China that Russia can still sustain its economy and continue the war,” he stated.

The diplomat underscored the transformative impact of modern technology on warfare. By the end of 2026, he noted, one-third of infantry forces are expected to be replaced by drones and ground robots.

“A naval drone costs hundreds of times less than an interceptor missile and thousands of times less than the vessel it strikes,” he added.

Zaluzhnyi warned that “reopening the straits to Russian warships would be one of the most dangerous challenges,” emphasizing the need to maintain control over these strategic waterways.
