According to inkorr.com: In Ukraine, educators continue to remain among the lowest paid workers in the country. Even with all bonuses, the average teacher's salary is about 16,000 hryvnias, while a young specialist without experience earns about 9,000. This was reported in his Telegram by the head of the Verkhovna Rada Committee on Education, Science, and Innovation, Serhiy Babak. This information is cited by UNIAN.

What Is the Salary of Teachers in Ukraine

According to the statements of the Member of Parliament, current teachers’ salaries make up only 60–70% of the national average, while in EU countries this figure reaches 100–110%.

"Even with all the supplements, educators earn an average of 14–16 thousand hryvnias, while the average in Ukraine is almost 26 thousand," Babak noted.

He emphasized that the situation with young specialists is critical:

  • Without experience and category, a teacher earns 8–9 thousand hryvnias;

  • Motivation to work under such conditions is virtually absent;

  • Most newcomers leave school in search of better-paid jobs.

Salary Needs for Teachers

Babak believes that a fair teacher's salary should be at least 19–28 thousand hryvnias "net".

The shortage of staff in education becomes increasingly noticeable. According to the Ministry of Education, in the 2024–2025 academic year, there is the greatest lack of teachers in English, informatics, mathematics, Ukrainian language and literature, physical education, history, and physics.

Reasons for the Shortage of Teachers in Ukrainian Schools

The number of vacant positions for these subjects is: English — 267.94, informatics — 149.08, mathematics — 130.96, Ukrainian language and literature — 111.96, physical education — 99.53, history — 72.96, physics — 68.96.

The staffing issue is caused by more than just low pay. According to a study by the Center for Social Change and Deloitte, over 30% of educators reported professional burnout, and 37% reported a lack of respect for their work. Experts also noted that more than 40 thousand teachers left the school during the two years of war.

It was previously reported that proposals aimed at a significant increase in teachers' salaries have appeared in the state budget for 2026. The main goal is to ensure that the salary of educators is not less than three minimum wages.

In light of the above, the situation in education requires urgent changes, as the level of teachers’ earnings affects not only their financial well-being but also the quality of educational services for students. Without proper support and motivation, teachers may leave the profession, leading to further labor shortages and declining quality of education in Ukraine.
