According to inkorr.com: An urban military administration is planned to be created in Odesa, to be headed by a new leader. President of Ukraine Volodymyr Zelensky emphasized that the city needs greater protection and support, which can be implemented through a military administration.

Response to the petition regarding Odesa
Earlier, Volodymyr Zelensky reacted to a petition about the creation of a military administration in Odesa. He noted that such decisions are made based on the recommendations of local authorities or military command. The president has already addressed the Commander-in-Chief of the Armed Forces of Ukraine and the head of the Odesa regional military administration.
Moreover, Volodymyr Zelensky signed a decree on the deprivation of Ukrainian citizenship for several individuals with Russian passports. Among them, according to journalists, were Odesa mayor Gennady Trukhanov, former MP Oleg Tsaryov, and ballet dancer Sergey Polunin.
Thus, the petition regarding the creation of an urban military administration in Odesa has received the president's support, indicating a serious approach to addressing security and defense issues in the city. A decision has also been made to strip some individuals with Russian citizenship of their Ukrainian citizenship.
