Winter Aid Program Reaches 18 Million Ukrainians with Cash and Travel Support.
Winter Aid Program Overview
According to TSN.ua: More than 18 million Ukrainians have received 1,000 UAH in financial assistance through the 'Winter Aid' program, alongside the '3,000 km Across Ukraine' travel initiative. As of February 2, 2026, over 374,000 citizens have qualified for a larger payment of 6,500 UAH. The total aid distributed has surpassed 12 billion UAH, with 79.8% of these funds being used to cover housing and utility bills. This initiative was launched to help citizens cope with the dual pressures of winter and ongoing economic strain.
Program Details and Participation
The 'Winter Aid' program commenced on November 15, 2025, and within the first two hours of its launch, half a million applications were recorded. Since the program began, more than 180,000 tickets have been issued under the '3,000 km Across Ukraine' scheme, accounting for a total travel distance of approximately 90 million kilometers. A total of 406,000 individuals applied to receive the program's financial payment.
Furthermore, 580,000 users have registered in the 'Ukrzaliznytsia' (Ukrainian Railways) application. By the end of last year, 3.5 million people had received funds. Expenditures from the financial support were primarily allocated to:
- Purchasing clothing for entire families, which constituted over 64% of the spent funds;
- Medicines and pharmacy goods, accounting for about 12%.
Yuliia Svyrydenko noted that 'Winter Aid combines financial support with the opportunity to remain mobile and maintain social connections.'
This program has become a vital initiative for Ukrainians during the winter months, providing not only financial relief but also a means to stay connected with loved ones. The 'Winter Aid' program reflects the Ukrainian government's efforts to support its population amid economic challenges, particularly in winter.
