According to Novyny.live: After Mayor Oleksii Momot decided to lease a basement to the 'St. Olha' Charitable Foundation, residents of Vyshhorod lost access to the only space they had been using as a bomb shelter. When the full-scale war began, locals cleared out this basement on their own to create a safe refuge during attacks.
The mayor's decision sparked outrage among the community. The basement also stored humanitarian aid that had not yet been distributed to residents. The situation drew the attention of both the Kyiv Regional Military Administration and law enforcement, who became involved after the controversy became public.
Activist Vladyslav Dulapchiy accused Mayor Momot of ignoring residents' pleas for help during times of danger, which deepened public anxiety. In response, the mayor reportedly said,
“You just don’t run fast enough”– Oleksii Momot.
