According to TSN.ua: Since the imposition of martial law, Ukraine has recorded 526 incidents of civilian resistance against staff from Territorial Recruitment and Social Support Centers (TRC and SS). Among these cases, 59 attacks on military personnel occurred in the Kharkiv region, with one further incident documented in the Kherson region. The ongoing war has created a high-stress environment where tensions between citizens and state institutions can escalate.

The data reveals a sharp and concerning increase in the number of assaults over recent years:

  • 2022 - 5 attack incidents
  • 2023 - 38 attack incidents
  • 2024 - 118 attack incidents
  • 2025 - 341 attack incidents, marking the highest figure for the entire period
  • 2026 - a decrease to 24 attack incidents

Expert Ivan Vyhivskyi pointed out that public awareness of alleged corruption within the TRC and SS system—where individuals subject to mobilization are reportedly released in exchange for money—may be fueling this growing tension between citizens and recruitment officials.
