New booking rules from 2025: who will receive a 45-day deferral.
According to inkorr.com: In Ukraine, in October 2025, the rules for booking conscripts at important enterprises were significantly changed. Despite the shortcomings in accounting, there remains the possibility to obtain a 45-day deferral, and from 2026, the minimum wage for booking will double. This is reported by NV.
On October 9, the Verkhovna Rada adopted Law No. 13335, which expands the categories of workers subject to booking. The document, approved by the head of parliament on October 13 and sent for signature to the President, amends Article 25 of the Mobilization Law: employees of critical enterprises important for the Armed Forces of Ukraine, the economy, and the population will be booked. This category also includes beneficiaries of these firms and defense industry specialists without proper documentation.
Obtaining booking for violators of military accounting
Regarding accounting violators: temporary booking for 45 days is possible upon signing a contract once a year. If a person corrects their violations, they can obtain full booking. However, liability for violations remains. The maximum probation period for critical positions will be 45 days, and contracts will only be signed with those who are not registered or wanted. In case of unacceptable actions by the individual, dismissal by the employer's initiative may occur.
Key changes in labor legislation:
- shortened probation period for conscripts;
- the possibility of signing contracts with 'problematic' candidates;
- focus on rapid recruitment for defense needs.
Minimum wage for booking from 2026
The lawyer of the NGO 'Legal Hundred', Angelina Slavych, notes that this law adapts existing rules to wartime conditions, attempting to balance mobilization and business needs. According to the draft budget for 2026, approved on September 15, the minimum wage in Ukraine will rise to 8647 UAH in January, so the wage for booking will be from 2.5 times the minimum wage, that is, 21617.5 UAH. These changes may complicate obtaining booking for individuals with low pay, but will encourage wage increases.
It was previously reported that on August 13, the Cabinet of Ministers of Ukraine approved significant changes to the system of booking conscripts, radically changing approaches to preserving the workforce in frontline areas. The innovations allow for 100% booking of employees of critically important enterprises operating in conditions of active hostilities.
Thus, the new booking rules aim to support not only military efforts but also to maintain the work of key sectors of the economy in wartime conditions. This decision may impact the labor market situation and increase employers' responsibility towards conscripted employees.
