According to TSN.ua: Ukraine's national power grid operator, NEC 'Ukrenergo', has ordered emergency power cuts in Kyiv and other cities. As of January 31, scheduled power supply rotations are not in effect in the following regions:

- Zhytomyr Oblast
- Mykolaiv Oblast
- Kyiv Oblast
- Dnipropetrovsk Oblast
- Odesa Oblast

In Chernihiv Oblast, the local energy company 'Chernihivoblenergo' reported implementing 10 queues of emergency outage schedules. Kyiv and its surrounding region are also experiencing urgent blackouts, leading to disruptions in electricity, water supply, and heating. Specifically in Kyiv, the loss of power in the metro system has temporarily halted train traffic and escalator operation, complicating travel for the capital's residents.
