According to ТСН: The issue of reviewing the financial support for the military remains relevant for the state. After the approval of the State Budget for 2026, the Verkhovna Rada emphasizes the need for reforming the pay system in the army, supported by both deputies and government officials.

This was reported by the first deputy speaker of the Verkhovna Rada, Oleksandr Korniienko, during an interview on "Radio Svoboda".

What should be the 'base' for the military

According to the deputy speaker, the basis for determining the minimum salary for military personnel who are not on the front lines should be the real market salary in the country.

Initially, he stated the amount within 25–30 thousand hryvnias, depending on the region. However, he later noted that a fairer amount would be 35–40 thousand hryvnias.

Korniienko believes that such an increase would positively impact the morale of the service members.

“Psychologically, it is easier for people with such a salary,” he noted.

Prospects for increase and budget-2026

In response to a question about the possibility of increasing payments in the near future, Korniienko stated that the Rada is ready to work on this issue but is waiting for specific calculations from the Cabinet of Ministers. He also reminded that the approved budget for 2026 is not a final document and may be adjusted throughout the year, as had happened before.

The main challenge remains finding financial resources.

“If we have where to take 50 billion dollars or euros from other sources — that would be good. We have already raised taxes a lot and will raise them more,” added Korniienko.

Also, the State Budget project for 2026 provides for an increase in the minimum pension and salaries for teachers and medical workers. The government plans to increase the minimum wage in Ukraine also in 2027 and 2028. As a result, the minimum wage should be at least 10 thousand hryvnias.

It is important to note that the issue of financial support for the military remains at the center of the state's attention, as resolving it can significantly affect the social state of personnel and overall morale. Due to the financial challenges the country faces, the government continues to seek ways to ensure necessary payments to the military and support other social programs.
