According to ТСН: Currently, there is no legal document in Ukraine that would allow the preparation for elections during wartime to begin.

As noted by the First Deputy Chairman of the Verkhovna Rada Oleksandr Korniyenko, even drafts of such decisions are absent.

“At present, there are no legislative initiatives, no drafts, or any such draft legislation. This indicates that it needs to be brought forth if we want it to appear.”

He emphasized that changes to electoral legislation must be discussed in parliament with the participation of civil organizations. The main factor remains ensuring the safety of voters.

“Without a security framework to be provided by partners — primarily the United States and our European colleagues — it is impossible to talk about elections. This is a matter for voters abroad who do not want to return to the country under shelling.”

What Conditions Are Necessary for Holding Elections

Korniyenko also stressed the importance of creating conditions for military personnel and internally displaced persons to vote. He noted that the state currently cannot guarantee safety in a significant part of the territory, especially near the front.

“Right now, we cannot guarantee safety either on election day or during the campaign. With modern weapons capable of striking from 30 kilometers away, it raises the question: where to open polling stations and where not. Our legislation does not even specify who should make such a decision.”

Preparation for elections will require a comprehensive approach to solve many updates in technical and security aspects. Although several working groups are active in the Central Election Commission, these issues have not yet been considered at a plenary session.

“Any attempt to discuss post-war elections or other issues of expression of will turns into a political discussion. Therefore, a lot of work is needed. If the task is to prepare a legislative framework — we will move in that direction.”

Recently, U.S. President Donald Trump noted that Ukraine needs to hold elections as there have been none for a long time.

At the same time, President Volodymyr Zelensky expects the Verkhovna Rada to provide its vision for holding elections in Ukraine under martial law.

Currently, the situation regarding holding elections in Ukraine remains uncertain due to security risks and the lack of clear legislative frameworks. Key aspects that require attention include ensuring the safety of voters and adapting the electoral process to new conditions. Discussions in parliament and active communication with international partners could be important steps toward addressing this issue.
